Significant challenges face both water and sanitation from a sustainability perspective. Ensuring the provision of a sustainable service, takes more than infrastructure provision. It also demands that care is taken of the social aspects such as hygiene education and accountability of services provided to the community.

Strategically, the Mvula Trust explores different sanitation technologies in order to provide long term sustainability and  easier options for households to maintain their basic infrastructure.

Great attention is paid to end user education in order to operationalise and maintain the sustainability of the assets while also providing good health and hygiene practices. This is central to any technology that is implemented. The user education includes attention to the importance of operations and maintenance of sanitation facilities. This is important for the protection of the environment and to ensure the endurance of the infrastructure.

SANITATION APPROPRIATE FOR EDUCATION INITIATIVE

Project description: The Mvula Trust (TMT) signed a Service Level Agreement (SLA) with the Department of Basic Education (DBE) on the 14th of October 2011 for the implementation of school water and sanitation programmes in selected schools in the Eastern Cape and Limpopo. In 2016 Mpumalanga Schools were added as part of ASIDI and In November 2020 the DBE added schools in KwaZulu Natal Province as part of the SAFE Programme. The programmes are to comply with the Annexure G of the Regulations Relating to Minimum Uniform Norms and Standards for Public Schools Infrastructure Gazette Number 37081(Norms and Standards) as promulgated by DBE. 

DBE has made significant progress in terms of the delivery of school sanitation infrastructure with interventions such as the ASIDI, SAFE and the EIG programmes. Despite these interventions, there are still a substantial number of schools with unsafe facilities that do not comply with the norms and standards as promulgated. There are also challenges caused by the inadequate maintenance of facilities maintenance or outdated approaches relating to school sanitation.

To address the sanitation backlog specifically, the DBE embarked on a new programme in 2019 called SAFE - Sanitation Appropriate For Education. The programme is managed and controlled by the DBE from conceptualisation to closeout and in consultation with Provincial Education Departments (PEDs). Implementing Agents are utilized to rollout the programme and follows a turnkey project (Design by Employer) approach. 

LDOE SCHOOL FENCING, WATER AND SANITATION (LIMPOPO)

Project Description: The Mvula Trust has renewed a Memorandum of Agreement on the 20th of December 2016 ending 19th December 2019. The MoA was later extended for a period of two (2) years. This agreement was for the implementation of Fencing, Water and Sanitation programme at the Schools, the projects are located in five district municipalities in Limpopo Province. 

On the 21st May 2021, the Limpopo Department of Education (LDOE) issued a revised project allocation of 202 Schools to The Mvula Trust for implementation of Fencing, Water and Sanitation in the Financial year 2021/22 in the Limpopo Province. The Mvula Trust will assess the projects to come up with the feasibility studies to confirm the exact scope of works to be executed and the cost estimates to implement the projects to completion.

ACCELERATED SCHOOLS INFRASTRUCTURE DELIVERY INITIATIVE (ASIDI)

Project Description: The objectives of the Accelerated Schools Infrastructure Delivery Initiative (ASIDI) is to eradicate the Basic Safety Norms backlog in schools without water, sanitation, and electricity and to replace those schools constructed from inappropriate material including mud schools to contribute towards levels of optimum learning and teaching.

The Mvula Trust signed a Service Level Agreement (SLA) with the Department of Basic Education (DBE) on 14th October 2011 to implement water and sanitation projects on behalf of the Department of Basic Education.
